"We" didn't. Some people did, because Russia invested more money into propaganda than into an actual army. Russian army could compete with almost any single army in the word in terms of numbers and technology, but even though that gives you an edge in war, it doesn't win it. Training, strategy, tactics, logistics and intelligence does. And apparently, they suck at those even worse than we thought. to be fair, NATO provides at least training, intelligence and technology to Ukraine, that is like 50% of success by itself.

They really had an armada in ww2 and they popped Tsar bomb to show off. Putin also dropped here & there news about stuff, like a rocket flying an unpredictable path so it's more difficult to shot down, military development were on, like SU-57, etc, etc. and their secret services (ex KGB FSB, GRU) really works well. So "the world" have had every reason to think it's the 2nd if not _the_ strongest army Putin has his hands on. But now it's obvious this all was a bluff, yet they faked it so long even they started to believe it, and for some reason they thought UKR will be happy to join RU so prepared for a parade, not a war. Additionally, UKR would still have been smashed into the ground without NATO gear, so they weren't wrong about they can win this after all... IMO the reason they ignored the danger of US shting in their plate was, now they are both "nuclear superpowers", so they'd be afraid to interfere - even though there was Iran, Iraq, Syria, *istans... so major miscalculation there
