It could have flaws. Like no publicly-funded social programs, and have everything within the city was privately owned and everything coming with a price. Like food, healthcare, sanitation, and even its oxygen supply. Even police and fire departments being subscription-based private companies. It could have less restricted norms for businesses and labor, with nothing but competition and customer's choice balancing the market. Thus allowing many industries to flourish at first, but also led to unscrupulous business practices. This system could alienate the less fortunate citizens, who, as their situation deteriorates, could begin to resent the more fortunate.
