Probably because it's a common way to bait for attacks. I never played a lot of such games, but I guess there's possible counters involved

at high level it is usually really a very defensive game, people tent to wait for mistakes and punish instead of attacking, specially since Throws at that level are usually useless (escape window is too long) and can also be avoided by ducking which can launch you then in the air, not like in 2D where when you are in range they connect unless you jump which is also the case if they hop kick you for full combo (hard read) also in this case Bryan is an honest character, and Xiaoyu not that honest, gimmicks and low profile which makes you whiff so basically you need to wait most of the time and react accordingly either by waiting your turn to attack or to punish, both of those players are US tops using those characters.

9 Times out of 10 they Try to Parry and then use a 10- Hit combo so kill you fast but if you don’t get first hit or you Whiff you’re pretty much screwed so it’s SUPER defensive until your opening is there

Both are scared to do the first move and fail, so the enemy has a good chance to counter, what can result in death
